RIGHTS WHISPER Project:
RIGHTS WHISPER – Reinforcing Integrity & Guaranteeing Human Rights through Strong Whistleblower Protection in Europe – is a 24-month European project funded under the Citizens, Equality, Rights and Values (CERV) Programme. It supports a safer and more enabling environment for whistleblowers in Greece, Slovenia and Bulgaria by helping turn European legal protections into clear, practical and accessible procedures.
The project is grounded in Directive (EU) 2019/1937 on the protection of persons who report breaches of Union law and in the EU Charter of Fundamental Rights, particularly Article 11 on freedom of expression and information, Article 31 on fair and just working conditions, Article 41 on good administration, and Article 47 on the right to an effective remedy and a fair trial.
RIGHTS WHISPER connects research, capacity building and public awareness. It examines how reporting channels work in practice, develops practical guidance and learning resources, strengthens the capacity of civil society organisations, reporting and compliance officers and public authorities, and helps workers understand where and how they can report safely. Accessible videos, podcasts, case-based resources and awareness activities will make complex legal rights easier to understand and use.
The project’s goal is simple: to help make speaking up safer, institutional responses more reliable, and whistleblower protection a practical part of good administration, fair working conditions and democratic accountability across Europe.
About Us:
RIGHTS WHISPER responds to a central challenge in whistleblower protection: having legislation in place does not automatically mean that people feel safe to report wrongdoing or that organisations know how to handle reports correctly. Greece, Slovenia and Bulgaria have transposed the EU Whistleblower Protection Directive into national law, yet the project identifies continuing practical gaps in awareness, trust, procedures, confidentiality, protection from retaliation and access to remedies.
The project brings together EQUALINE as coordinator, Transparency International Slovenia, the Social Innovation and Cohesion Institute (Fifty-Fifty), and Transparency International Bulgaria. The partnership follows a research-to-practice approach. Evidence on the functioning of reporting systems and workers’ awareness is translated into practical guidance, training, capacity-building activities and accessible public communication.
